Job Description
Oversee and coordinate the full migration health assessment process at the Hanoi MHAC, ensuring compliance with the technical standards of resettlement countries, including:
a) Medical examinations;
b) Imaging services;
c) Laboratory testing;
d) Vaccinations;
e) Tuberculosis (TB) management;
f) Treatment and medical referrals;
g) Pre-departure medical procedures and travel health arrangements;
h) Documentation, certification, and data transmission;
i) Other related technical areas as required.
Perform medical examinations for migrants and refugees, including history taking, physical assessment, evaluation of chest X-rays (CXR), and review of laboratory results, following the technical guidelines set by resettlement countries.
3. Infrastructure and Equipment ManagementEnsure that the MHAC’s facilities, equipment, and supplies meet professional standards of safety, quality, and adequacy to deliver high-quality services.
4. Human Resources CoordinationWork with the Chief Migration Health Officer (CMHO) to plan and manage staffing levels and organizational structure, ensuring adequate and qualified personnel. Support a network of external consultants and medical escorts to assist with assessments and medical travel needs.
5. Coordination and ComplianceKeep the CMHO informed of all MHAC medical activities and ensure all IOM medical facilities have the necessary authorizations to perform health assessments and related services.
6. Client-Centered OperationsMaintain efficient, transparent, and client-focused procedures throughout the MHAC workflow—from registration and payment to counselling, examination, treatment, and reporting. Establish a client feedback mechanism to enhance service quality.
7. Quality AssuranceImplement and oversee continuous quality improvement systems for all MHAC services. Conduct regular quality control activities (e.g., audits, self-assessments, practice reviews), monitor performance indicators, and apply IOM’s global SOPs and locally adapted procedures. Manage incident reporting and resolution in line with IOM’s Incident Management Guidelines.
8. Public Health IntegrationCollaborate with the CMHO to integrate additional public health interventions within the Health Assessment Programme (HAP), including disease surveillance, outbreak preparedness, health education, and partnerships with public health agencies.
9. Supervision and ConductSupervise medical and non-medical staff, as well as consultants, involved in the health assessment process. Ensure timely staff evaluations and reinforce adherence to IOM’s Standards of Conduct. Report any misconduct issues promptly to the Chief of Mission (CoM) and IOM Ethics Office.
10. Staff DevelopmentDevelop and implement a staff development plan in coordination with the CMHO. Facilitate internal and external professional training activities to strengthen staff capacity.
11. External PartnershipsNegotiate and oversee contracts with external service providers in collaboration with the Resources Management Officer (RMO). Ensure quality and take corrective measures when necessary.
12. Data ProtectionEnsure confidentiality and secure handling of migration health data, in compliance with IOM’s Data Protection Principles.
13. Data Management and ReportingOversee systematic data collection, processing, and analysis for migration health activities, ensuring data accuracy. Provide regular and ad-hoc reports to the CMHO.
14. Financial OversightWork closely with finance staff to manage MHAC budgets, review financial reports, propose cost-effective adjustments, and ensure fiscal accountability.
15. ProcurementSupervise and coordinate the procurement of vaccines, medications, equipment, and other medical supplies in collaboration with the CMHO and the resource management team.
Other Health-Related Activities-
Support the integration of MHAC health assessment services into the overall migration programming of the Hanoi Mission through close coordination with other Country Office units.

Provide technical advice to IOM colleagues on aligning the Health Assessment Programme with the other two MHD pillars: Health Promotion and Assistance to Migrants, and Migration Health Assistance to Crisis-Affected Populations.

Perform any other duties assigned by the direct supervisor.
Requirement
Education
-
Bachelor’s Degree in Medicine from an accredited university with preferred specializations in Internal Medicine (and its subspecialties), Paediatrics, Anaesthesiology, Emergency Medicine, Family Medicine, or Obstetrics & Gynaecology.

Minimum 7 years of relevant professional experience, including at least 3 years in a managerial role.

OR Bachelor’s Degree in Medicine (as above) plus a Master’s Degree in Community or Public Health, Infectious Diseases, Tropical Medicine, or other related fields from an accredited institution.

Minimum 5 years of relevant experience, including at least 3 years in management.

A valid medical practice license in the country is required.

Degrees must be obtained from universities recognized in the UNESCO World Higher Education Database.

Extensive clinical experience, preferably in a multidisciplinary hospital or international clinic environment (e.g., IOM or similar).

Solid experience in conducting Migration Health Assessments.

Proven background in health programme and project management, including report preparation.
-
Strong ability to build and maintain partnerships with government bodies, healthcare institutions, and external partners.

Sound knowledge of public health principles and health system management.
-
Demonstrated understanding of patient safety standards and infection prevention and control.
-
Experience in migration health emergency response is considered an advantage.
